When a mistake is made by the PVA office, an exoneration has to be processed to fix the error. This correction results in a lower tax bill. In small numbers, this is not a problem for the county. It is when the number of exonerations is large that it becomes an issue. These corrections are occurring after the tax rate has been set based on the certified tax roll. Large numbers of exonerations guarantee that the tax rates were set on incomplete information. This leaves all taxing districts less funds than planned. This is because, when setting the tax rate for the year, districts have the ability to add back in the revenue lost due to the prior year exonerations. They do not though, as they do not want to further burden the county beyond the current year’s rate. Boone County has the largest amount of exonerations for the Northern Kentucky counties. We need a PVA that focuses on their job. When the PVA begins worrying about tax rates instead of the assessments, mistakes increase, costing everyone.

Maintaining the motor vehicle tax roll is one of the responsibilities of the PVA. It is problems with an outstanding motor vehicle tax that bring taxpayers into the office. The training given by the Revenue Cabinet on this issue is that the office can have the customer sign an affidavit and take out the problem tax. The Boone County PVA has added an additional limit on how this problem can be handled. If the value of the vehicle is greater than $1000, the employee must see proof or have permission of a supervisor to remove the tax. I see no reason to add extra red tape to something that is already difficult and the PVA is allowed to make easier on the taxpayer. Isn’t that what smaller government is about, less red tape?

One of the things I have been asked since I have started this campaign, is why am I running for Boone County PVA. My answer is that I believe that the Citizens of Boone County deserve better.

I have worked at the Campbell County PVA office since June of 2003. We have worked hard to improve the functions and accessibility of the office of the PVA. Since the current administration took office, I have not seen the same from the Boone County PVA. Instead, I have seen procedures implemented which interfere with the ability of the employees to provide excellent customer service, as well large mistakes which should have never occurred.

I know that these things can be changed. I see it every day that I go to work. So, I know I can bring that to my home county. I can give them the service that they are owed, and continually strive to make their experience better at the PVA office.
